Section I - Officers, Their Elections and Duties
Section 1.1 - Officers. The officers of the Wyandotte County Democratic Central Committee shall consist of those offices set out by state statue, that is, a chairman, vice-chairman,secretary and treasurer, and any other officers as deemed necessary by the chairman. The chairman and vice-chairman shall be of the opposite sex. No person other than an elected precinct committeeman or committeewoman shall be eligible to hold these offices.
Section 1.2 - Elections. The county chairman shall, by written notice, call a meeting for the purpose of electing officers within three weeks of the election of precinct committeemen and committeewomen. The county chairman shall, by written notice, set out those officers that are to be elected. Precinct committeemen and committeewomen present at an election meeting of the Wyandotte County Democratic Central Committee shall elect their officers by secret ballot.
Section 1.3 - Duties.
The Chairman shall conduct all the business of the Democratic Central Committee; appoint all committees; serve as an ex-officio member of all committees; appoint committeemen and committeewomen to all vacancies that exist prior to or after the primary election; represent the local committee in all state and national functions, and perform those duties set out by state law.
The Vice-Chairman shall, in the event the chairman is not qualified or declines to serve, perform all duties normally performed by the chairman.
The Secretary shall, in the event the chairman and vice-chairman are not qualified or decline to server, perform all duties normally performed by the chariman. The secretary shall attend all meetings, take minutes of the proceedings and maintain the records of the central committee.
The Treasurer shall, in the event the chairman, the vice-chairman, or the secretary are not qualified or decline to serve, perform all duties normally perfomred by the chairman. The treasurer shall maintain a checking account in a local bank in the name of the Wyandotte County Central Committee. He shall pay all bills as directed by the officers and account for all money.
Section 1.5. In the event the chairman,the vice-chairman, the secretary or the treasure are not qualified or decline to serve, a temporary chairman shall be elected by a majority vote of the precinct committeemen and committeewomen present at the meeting.
Section II - Ward Captains
Secton 2.1. The City of Bonner Springs, each ward and each township shall have a ward captain. No person other than an elected precinct committeeman or committeewoman residing within the ward shall be eligible to serve as ward captain.
Section 2.2. Election. The ward captain shall, by written notice, call a meeting for the purpose of electing a ward captain within two weeks of the election of the precinct committeemen and committeewomen. Precinct committeemen and committeewomen present at an election of a ward captain shall, by a majority of those qualified to vote, elect their ward captain by secret ballot.
Section 2.3 The ward captain so elected shall, within three days, give notice of his or her election in writing to the county chairman.
Section 2.4 Duties. The ward captain shall serve as directed by the county chairman and as directed by the precinct committeemen and committeewomen of their ward.
Section III - Committees
Section 3.1. Steering Committee. The steering committee of the Wyandotte County Democratic Central Committee shall consist of the officers of the committee, all ward captains, five members of the Wyandotte County Democratic Office Holders Association, and six qualified, registered democrats appointed by the county chairman. It shall be the duty of the steering committee to advise the officers of the central committee in matters concerning the organization.
Section 3.2 Credentials Committee. The chairman of the central committee shall appoint a credentials committee five days prior to any meeting. No person other than an elected precinct committeeman or committeewoman shall be eligible to serve on the credentials committee.
Section 3.3 Resolutions Committee. The chairman of the central committee shall appoint a resolutions committee. No person other than an elected precinct committeeman or committeewoman shall be eligible to serve on the resolutions committee.
Section 3.4. The chairman of the central committee may appoint other committee chairmen and committees as deemed necessary. The chairman may appoint qualified registered democrats to serve on committees other than precinct committeemen and committeewomen except those set out in these by-laws.
Section 3.5. All committee appointed by the chairman shall have representatives of both sexes.
Section IV - Proxies
Section 4.1. Qualifications. As provided for by law, precinct committeemen and committeewomen may sign a proxy to a registered democrat and a qualified elector in their precinct, provided they use the form set out in these by-laws.

Note: This proxy must be delivered to Wyandotte County Democratic Central Committee Credentials Committee at least twenty-four hours prior to the above meeting.
Section 4.3. Duties. That person to whom the proxy has been assigned shall have the same rights and privileges as the precinct committeeman or committeewoman provided the following conditions have been followed: (1) The proxy has been signed by the committee man or committeewoman witnessed by the ward captain or a notary public and presented to the Wyandotte County Democratic Central Committee Credentials Committee at least twenty-four hours prior to the meeting. (2) That person to whom the proxy has been assigned presents to the Wyandotte County Democratic Central Committee Credentials Committee at the meeting his or her electors identification card.
Section V - Notice of Meeting
Section 5.1. Notice of all meetings of the Wyandotte County Democratic Central Committee, except as hereinbefore mentioned, shall be given at least five days prior to the meeting.
BE IT RESOLVED, that no changes be made or amendments be added to these by-laws without: (1) Giving two weeks written notice to all precinct committeemen and committeewomen of the proposed change or amendment. (2) Two weeks written notice of the time and the place when the proposed change or amendment will be voted on. (3) The consent of at least two-thirds of those eligible to vote at the meeting.
BE IT FURTHER RESOLVED on this 7th day of October, 1970, that these shall be the by-laws of Wyandotte County Democratic Central Committee.
